If your business is covered by San Francisco’s Fair Chance Ordinance (FCO) or Health Care Security Ordinance (HCSO), you are required to submit the 2024 Employer Annual Reporting Form (ARF) to the Office of Labor Standards Enforcement by May 2, 2025.
Check If You’re Covered: The ARF includes an “introduction page” that contains screening questions to help determine if your business is subject to the FCO and/or the HCSO. If your business is not covered by either ordinance, you will be directed to a webpage confirming that no further action is needed. We recommend all San Francisco employers complete this step, as it will confirm whether or not you need to complete the ARF. For your records, take a screenshot of the confirmation page indicating you’re not required to submit the form.
Obtain Your Business Account Number: Before starting the ARF submission process, ensure you have your San Francisco Business Account Number (BAN). The OLSE will send a letter by April 1 with information about the ARF and it will list the 7-digit business account number. The BAN can also be found on the Business Registration Certificate issued by the San Francisco Treasurer and Tax Collector. You may also search the San Francisco Data website. If you do not have a BAN, visit the website of the Office of the Treasurer and Tax Collector to register your business as soon as possible.
Multiple Entities: If you have multiple entities, you can submit one ARF for all entities, as long as you include the applicable BANs for each entity.
We recommend that all San Francisco employers begin this process to ensure timely and accurate completion to avoid penalties for late submission. If you have any questions please reach out to your trusted advisors at The Mitzel Group.
